For several decades now, a war against poverty has been raging in developing countries as both government institutions and NGO's undertake development efforts. Various development theories and strategies have been used to effect genuine development.
However, upliftment of living standards remains elusive to the poorest of the poor.
This could be traced to the inherent inadequacies and unsuitability of the plans and methodologies currently being undertaken by most development institutions.
Despite the proliferation of development programs and the provisions of funding for them, progress has been minimal. Effective development approaches are yet to be found.
Thus, there is a need for development efforts to be comprehensive, involving both physical and social infrastructure building. These effeorts should regard people as the most important factor in the development process. They should, therefore be active participants and decision-makers in the whole process of development – from conceptualization to evaluation.
In response to this, the Project Development Institute has been established.
The Project Development Institute is a non-stock, non-profit, non-governmental organization established by concerned development workers and registered with the Securities and Exchange Commission.
The main goal of PDI is to establish and institute participatory development through people empowerment and conscienticize the various sectors of society in the process of realizing genuine agrarian reform.
The PDI is a forum where members and affiliates are engaged in constructive dialogues, development of policy research and advocacy and actual program implementation to help resolve specific issues and area-based problems affecting the poor and exploited sectors of society.
PDI provides assistance to farmers in their socio-economic initiatives. PDI believes in genuine agrarian reform and thus assists in the acquisition of land for landless farmers and in providing a social and economic support system.
PDI provides consultancy services for development programs at the community level. The Comprehensive Development Program (CDP) is the participatory approach in addressing every aspect of the community's needs to effect genuine changes through socio-economic upliftment. The CDP makes peasants active participants in the whole development cycle, from conceptualization to evaluation of programs and projects. PDI extends community organizing and socio-economic work at the grassroots level.
The Staff Capability Enhancement Programs are customized training for POs and NGOs in rural areas specifically designed to upgrade the skills of the local NGO staff and POs to further strengthen their organizations. PDI believes that quality staff makes NGOs and POs viable and sustainable. PDI provides training in Project Development, Research and Documentation, Development Management Programming, Leadership and community Organizing, Basic Bookeeping and Financial Management.
PDI provides services for NGOs and POs to have effective management systems. These are developed to simplify day-to-day PO and NGO operations.
