On 12-15 December 1998, 82 participants representing 31 Moro organizations from all over Mindanao held the first ever Mindanao-wide Consultation of Moro NGO-PO Leaders. This meeting marked a key step in the development of Moro "civil society".
A major achievement of this consultation was the formation of the "Consortium of BangsaMoro NGOs and POs in Mindanao". This Consortium would work towards their common goal of improving the quality of life of the BangsaMoro. Its basis of unity would be their common objective to pursue the socio-cultural, economic, and political agenda of the BangsaMoro according to their own concept of development, way of life and self-determination. The Consortium's founding members also declared that they were united in their adherence to Islam.
The assembly also discussed the issue of the "Tri-People". They unanimously agreed to work with the equally oppressed peoples (Lumad and Christian settlers) in Mindanao, and to establish clear lines of cooperation and coordination with them. The Consortium expressed its commitment to help the Lumad in their struggle to demand the return of their ancestral domain, and also find ways to assist poor Christian settlers in their bid to attain social justice.
The Consortium's Council of Leaders was elected during the assembly.
