Like so many Filipinos, we in PAHRA, want to see the end of the criminal activities of the Abu-Sayyaf. But at the same time, we have seen government’s violation of due process and the victimization of civilian in its zealous pursuit of the Abu-Sayyaf We have also documented torture cases of those illegally arrested on suspicion of being members of the Abu-Sayyaf. We have also witnessed the devastation of the homes and livelihood of those caught in the crossfires and forced to flee their homes.
Malacanang’s admission that American troops would participate in the military operations against the Abu-Sayyaf is at the very least alarming. As it is the government operations has resulted in so many human rights violations against the civilian population. We fear that the entry of the Americans would escalate the war and cause further sufferings among the civilian population.
We do not see the need to call on the American troops to end the Abu Sayyaf problem. We believe that the AFP can do it if it will only do its job. Instead of calling on US troops what Pres Arroyo should do is to investigate the collusion between some officers of the AFP and the Abu-Sayyaf which is probably the reason why the AFP continues to fail to find the Abu Sayyaf.
Pres. Arroyo should be ashamed of her decision. Where is her national pride.? Despite the euphemism, “joint military exercise” cannot hide the fact that Pres. Arroyo has lost confidence in the capability of the AFP. If this is so, then she should revamp it and let heads roll to make it effective.
While, the Americans may have “good intentions”, we must say thank you but firmly say NO. We, as a sovereign nation must not let foreign powers meddle in our national affairs. We must not let the Americans freely to export their “war against terrorism” in our country. Why the US is so eager to conduct war in countries such as ours and is hesitant to step in, in countries where massive violations of human rights occur, is beyond our understanding.
If the US really wants to help, it may do so by providing more assistance that will improve the lives of our people which ultimately will help drain the base of such groups as the Abu-Sayyaf.
